                           satisfactorily.  The slender walls  resulting  from   long   unbraced   length  and
                           no effective connection between the wall and the roof slab are two primary
                           causes for  such a  dismal  performance of stair  enclosures.  These cantile-
                           vered  structures  located  around  a  discontinuity  in  the  diaphragm  are
                           extremely  vulnerable to  amplified ground  motion in  upper  stories. A  care-
                           ful study is needed to reduce the hazard of the debris falling on escaping
                           inhabitatnts and blocking stairs and exits.
                        8.  Need for seismic instrumentation:Since real earthquake provide the best
                           test of earthquake performance, it is imperative that important engineering
                           structures such as dams, bridges, important buildings and industrial facil-
                           ities, should be provided with adequate instrumentation so that quantita-
                           tive evidence can be gathered which will help evaluate  the safety of  the

                           prevalent  construction   practices   as  well  as  adequacy   of  various  Indian
                           codes.
                        9.  Seismic evaluation, repair &  rehabilitation issues: In Jabalpur, the need
                           for repair and rehabilitation is more pressing and care should be taken that
                           these  activities  are executed properly. Otherwise,  the  damaged statistics
                           will escalate in future earthquakes due to existing weaknesses. Despite the
                           fact that URMs constitute the majority of the building stock in almost all

                           parts  of the  country,  little has been done in the  way  of their seismic evalu-
                           ation and  rehabilitation.  There is  an urgent need for  a  document which
                           prescribes  a  consistent set of methods  to  evaluate  existing buildings   for
                           structural deficiencies as well as how to rehabilitate the building to meet
                           acceptable performance limits.
                        10.Medical emergencies: The  electric  power  and  water  supply  are  the  two
                           most important services which should have been available at the hospital
                           facilities  in order  to  respond  to  medical  emergencies.  A  backup electric

                           power supply   and an alternative  arrangements  for water  supply  is a  must
                           for all hospitals.
